GeoDirectory Powers Kildare County Council’s GeoCollect Solution

GeoDirectory’s national dataset enabled Kildare County Council to develop a tool that integrates geospatial, financial, and planning data.

Commercial rates are a vital source of income for Local Authorities (LA) for Kildare County Council (KCC), they represent approximately 30% of total funding, supporting essential services for citizens. With over 5,000 commercial properties generating around €63 million annually, maintaining an accurate and equitable rates system is critical. 

To enhance transparency, efficiency, and fairness in its rating system, KCC set out to develop a solution that would: 

• Proactively identify all commercial rateable properties. 
• Integrate multiple data sources into a single, accessible platform. 
• Transition from a field-based approach to a hybrid model, enabling analysis from any device, anywhere. 

GeoDirectory’s Role in GeoCollect

GeoDirectory provided the definitive national dataset of residential and commercial addresses, forming the foundation of KCC’s innovative GeoCollect application. By supplying precise postal and geographic data, GeoDirectory enabled KCC to build a robust system that connects and visualises complex datasets. 

What GeoCollect Delivers

Developed through collaboration between KCC’s Commercial Rates and GIS teams, GeoCollect is a bespoke solution that transforms how rates data is managed and analysed. 

Key Features & Benefits

1. Data Visualisation 
GeoCollect integrates multiple datasets—including GeoDirectory, Tailte Éireann valuation data, financial records (Agresso and Ascendas), and planning permissions—into a customised GIS platform. 

Staff can easily identify properties listed in GeoDirectory that lack corresponding valuation or financial records, revealing potential sources of additional revenue. 

2. Data Analytics & Mining 
Using the Eircode as a unique identifier, staff can query specific geographic areas to uncover gaps or anomalies between GeoDirectory records and rated properties. This includes discrepancies in occupier details or missing valuations. 

Integrated Data Layers 

GeoCollect brings together: 

• GeoDirectory: Accurate address data for all properties nationwide. 
• Tailte Éireann/Valuation Office: Rateable valuations. 
• Financial Systems: Customer account data from Ascendas DMS and Agresso FMS. 
• Planning Data: Development permissions and supporting documents. 
• Geospatial Imagery: Ordnance Survey Ireland, Google Maps/Street View, and BlueSky satellite imagery.
